Vancouver's biggest zoning shift in decades, and it benefits you

In October 2023, the City of Vancouver replaced all former RS single-family zones with the unified R1-1 (Residential Inclusive) zone, driven by BC's Bill 44 housing legislation. This change allows duplexes and multiplexes of up to 6 strata-titled units — or up to 8 units if secured as rental — on most standard residential lots across the city. No rezoning application. No public hearing. No uncertainty. These projects are now outright permitted as-of-right under Vancouver's zoning bylaw.

City fees and levies

Development cost charges, density bonuses, and permit fees can total $200,000–$320,000+ depending on lot size and unit count. We build these into your feasibility analysis from day one.

Permit timelines

Multiplex projects typically require a development permit followed by a building permit. Plan for approximately 20 months end-to-end, with 6–9 months in the permitting phase.

Rental incentives

All-rental projects (secured tenure) pay $0 density bonus, qualify for reduced DCL rates, and can build up to 8 units instead of 6, the strongest financial incentive the City offers.

5+ unit projects

Projects with 5 or more dwelling units require a registered architect under BC's Architects Regulation. Pacific Homes works with licensed architects on all our multiplex projects.
